Those are actually different cases. A sword-cane is considered a
concealed weapon, while carrying a sword openly is not. Concealed weapon laws vary state-by-state, but in about forty of them, you need to get a concealed weapons permit; in about two of them, no permit is required; in the rest, concealed weapons are illegal. (Though it should be noted that concealed carry laws only apply outside of one's residence.) Laws for carrying weapons openly also vary state-to-state, usually it's generally permitted as long as it's not called "disturbing the peace"; however, I do think it's illegal in a few states. Sword-canes, specifically, have been banned by name in several states and a fair number of Western countries.
